1. What is a business industry code?

Business industry codes are a series of numbers coded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code table for registration. Level 4 industry codes (4 digits) are used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, issued under Decision 36/2025/QD-TTg, has a hierarchical structure consisting of 5 levels, from general to specific:

20231: Manufacture of perfumes and cosmetics

This group includes:

– Perfumes and toilet waters;

– Cosmetics and make-up preparations;

– Sun-tan and sun-protection preparations;

– Manicure and pedicure preparations;

– Shampoos, hair lacquers, preparations for permanent waving or straightening;

– Toothpastes and oral hygiene preparations, including denture fixatives;

– Shaving preparations, including pre-shave and after-shave preparations;

– Deodorants and bath salts;

– Depilatories.

20232: Manufacture of soap, detergents, polishing and cleaning preparations

This group includes:

– Manufacture of bar soap;

– Manufacture of paper, wadding, felt, non-wovens, etc., impregnated, coated or covered with soap or detergent;

– Manufacture of crude glycerine;

– Manufacture of surface-active preparations such as:

+ Liquid or solid detergents and cleaning agents,

+ Dishwashing liquid,

+ Fabric softeners and conditioners.

– Manufacture of cleaning and polishing products:

+ Room deodorizers and air fresheners,

+ Artificial waxes, depilatory waxes,

+ Polishes and creams for leather products,

+ Polishes for wood,

+ Polishes for glass, metal;

+ Scouring pastes or powders, including for paper, wadding, felt, non-wovens, cotton.

Excludes:

– Manufacture of separate chemical compounds is classified under group 20113 (Manufacture of other basic inorganic chemicals);

– Manufacture of glycerine, synthetic products from petroleum is classified under group 20114 (Manufacture of other basic organic chemicals);

– Extraction and refining of natural oils are classified under group 20290 (Manufacture of other chemical products n.e.c.).

3. Suggested way to record Industry Code 2023 for Manufacture of perfumes, cosmetics, soap, detergents, polishing and cleaning preparations

– When registering a company establishment, when notifying changes to business lines or when requesting a change to the Enterprise Registration Certificate, the enterprise founder or enterprise selects the four-level economic sector in the Vietnam Standard Industrial Classification system to record the business line in the enterprise registration dossier. The Business Registration Office guides, cross-references, and records the enterprise’s business lines in the National Business Registration Database.

– For conditional business lines stipulated in other legal documents, the business lines shall be recorded according to the provisions in those legal documents.
