1. What is a business industry code?

A business industry code is a sequence of numbers encoded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code table for registration. The 4-digit industry code (level 4) is the code used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, issued under Decision 36/2025/QD-TTg, has a hierarchical structure with 5 levels, from general to specific:

2. Regulations on Industry Code 2011 Manufacturing of basic chemicals

This group includes: Manufacture of chemicals using basic processes, such as distillation and thermal cracking reactions. The output of these processes is typically produced from various chemical elements or from chemical compounds with clearly defined distinct chemical properties.

20111: Manufacture of industrial gases

This group includes:

– Manufacture of inorganic medical and industrial gases in liquid or compressed form:

+ Basic gases,

+ Compressed or liquid air,

+ Refrigerant gases,

+ Mixed industrial gases,

+ Inert gases such as carbon dioxide,

+ Isolated gases.

20112: Manufacture of dyes and pigments

This group includes: Manufacture of dyes, pigments from any source in basic or concentrated form.

This group also includes: Manufacture of similar products used as fluorescent brighteners.

20113: Manufacture of other basic inorganic chemicals

This group includes:

– Manufacture of chemical elements;

– Manufacture of inorganic acids except nitric acid;

This group also includes:

20114: Manufacture of other basic organic chemicals

This group includes:

– Acyclic hydrocarbons, saturated or unsaturated;

– Cyclic hydrocarbons, saturated or unsaturated;

– Acyclic and cyclic alcohols;

– Ethyl alcohol, except for bio-fuel ethanol;

– Mono- or polycarboxylic acids, including acetic acid;

– Other oxygen-containing compounds including aldehydes, ketones, quinones and poly- or di-functional oxygen compounds;

– Synthetic glycerine;

– Organic compounds containing nitrogen, including amines;

– Fermentation of sugar, grains or similar to produce alcohols and esters;

– Other organic compounds.

20119: Manufacture of other basic chemicals

This group includes:

– Roasting of iron pyrites;

– Sulphur of various kinds, except sublimed sulphur, precipitated sulphur and colloidal sulphur;

– Manufacture of methane gas not used for fixed network gas supply;

– Manufacture of charcoal from plants, wood (excluding manual charcoal burning in forests);

– Oils and other products from the high-temperature distillation of coal tar and similar products.

Excludes:

– Extraction of ethane, methane, butane, propane is classified under group 06200 (Extraction of natural gas);

– Extraction of natural gas, primarily methane, is classified under group 06200 (Extraction of natural gas);

– Manufacture of methane gas for fixed network gas supply is classified under group 3520 (Manufacture of gas; distribution of gaseous fuels through mains);

– Liquefaction and re-gasification of natural gas for transport purposes, carried out at the field, is classified under group 09100 (Support activities for crude oil and natural gas extraction);

– Manufacture of fuel gases such as ethane, butane or propane in petroleum refineries is classified under group 19200 (Manufacture of refined petroleum products; manufacture of fossil fuel products);

– Manufacture of nitrogenous fertilizers and nitrogen compounds is classified under group 20120 (Manufacture of fertilizers and nitrogen compounds);

– Manufacture of ammonia is classified under group 20120 (Manufacture of fertilizers and nitrogen compounds);

– Manufacture of ammonium chloride is classified under group 20120 (Manufacture of fertilizers and nitrogen compounds);

– Manufacture of nitrogen and potassium nitrates is classified under group 20120 (Manufacture of fertilizers and nitrogen compounds);

3. Suggested way to record Industry Code 2011 Manufacturing of basic chemicals

– When registering for business establishment, when notifying changes to business lines or when requesting a change to the Business Registration Certificate, the enterprise founder or the enterprise selects the level four economic industry in the Vietnam Standard Industrial Classification System to record the business lines in the enterprise registration dossier. The business registration agency provides guidance, cross-references, and records the enterprise’s business lines in the National Database on Enterprise Registration.

– For conditional business lines specified in other legal normative documents, the business lines are recorded according to the regulations in those legal normative documents.
