The dossier and procedures for notifying changes to business lines are carried out according to the provisions of the Law on Enterprise of Vietnam 2020, Decree 168/2025/ND-CP, Circular 68/2025/TT-BTC.
1. What are business lines?
Business lines are economic sectors classified according to Decision 36/2025/QD-TTg on Vietnam Standard Industrial Classification issued by the Prime Minister.
When notifying changes to business lines, the enterprise founder or enterprise selects a four-digit economic sector in the Vietnam Standard Industrial Classification to record the business line in the enterprise registration dossier. The business registration authority guides, cross-references, and records the enterprise’s business lines in the National Enterprise Registration Database.
For conditional business lines specified in other legal normative documents, the business lines shall be recorded according to the lines specified in those legal normative documents.
For business lines not included in the Vietnam Standard Industrial Classification but specified in other legal normative documents, the business lines shall be recorded according to the lines specified in those legal normative documents.
If an enterprise wishes to record more detailed business lines than the four-digit economic sector, the enterprise selects a four-digit economic sector in the Vietnam Standard Industrial Classification, then records the detailed business lines of the enterprise under the four-digit economic sector, provided that the detailed business lines of the enterprise are consistent with the chosen four-digit economic sector. In this case, the enterprise’s business lines are the detailed business lines recorded by the enterprise.

2. Dossier and procedures for notifying changes to business lines for companies and enterprises
According to the provisions of Article 49 of Decree 168/2025/ND-CP, the dossier and procedures for notifying changes to business lines are as follows:
2.1. Dossier for notifying changes to business lines for companies and enterprises
– Application for notification of changes to enterprise registration contents (Form No. 12 Appendix I) issued with Circular 68/2025/TT-BTC;
– Resolution or decision of the Members’ Council on changing business lines (for limited liability companies with two or more members, partnership companies);
– Resolution or decision of the General Meeting of Shareholders on changing business lines (for joint-stock companies);
– Resolution or decision of the company owner on changing business lines (for single-member limited liability companies).
2.2. Method of implementation
The enterprise founder or enterprise or authorized person shall carry out enterprise registration procedures by the following methods:
– Directly register the enterprise at the Business Registration Office;
– Register the enterprise via postal service;
– Register the enterprise online at the National Business Registration Portal.
2.3. Processing time
After receiving the enterprise registration dossier, the provincial Business Registration Authority issues a receipt and an appointment for results to the applicant.
Within 03 working days from the date of receiving the dossier, the provincial Business Registration Authority examines the validity of the dossier and the market access conditions for market-restricted business lines for foreign investors in accordance with investment law, updates information about the enterprise’s business lines in the National Enterprise Registration Database; if the dossier is not valid, the provincial Business Registration Authority notifies the enterprise in writing of the contents to be amended or supplemented. If the enterprise requests, the provincial Business Registration Authority issues a Certificate of change to enterprise registration contents to the enterprise.
