Regulations on priority vehicles and priority vehicle signals are specified in Article 11 of National Technical Regulation QCVN 41:2019/BGTVT on Road Signs.
1. Regulations on priority vehicles
The following vehicles have the right of way before other vehicles when crossing an intersection from any direction in order:
1. Fire engine on duty;
2. Military vehicles and police vehicles on emergency missions; The convoy had a police car leading the way;
3. Ambulance is performing emergency duty;
4. Dike protection vehicles, vehicles on duty to overcome natural disasters, epidemics or vehicles on duty in a state of emergency according to the provisions of law;
5. The funeral procession.
Note: Vehicles specified in points 1 to 4 when on duty with signals as prescribed are not subject to speed restrictions; You are allowed to go on the opposite road, other roads can go, even when there is a red light signal and you must only follow the instructions of the traffic controller.
2. Signal of priority vehicle
2.1. Signal of fire truck on duty
The fire truck has a red or blue rotating light or flashing light mounted on the roof and has a priority siren.
2.2. Signal of a military vehicle going on an emergency mission
– Cars with turning lights or red flashing lights mounted on the roof of the car, military flags placed at the front of the car on the driver’s left side; There is a priority signal siren.
– Motorcycles with turning lights or red flashing lights mounted on the front or rear forks; military flags placed at the front of the vehicle; There is a priority signal siren.
2.3. Signal of a police vehicle going on emergency duty
– Cars with blue or red flashing lights or flashing lights mounted on the roof, and a police flag placed at the front of the car on the driver’s left side; There is a priority signal siren.
– Motorcycles have blue or red turning lights or flashing lights mounted on the front or rear forks, and police flags placed on the front of the vehicle; There is a priority signal siren.
2.4. Traffic police vehicle signals lead the way
– Cars with turning lights or blue-red flashing lights mounted on the roof of the car, and a police flag placed at the front of the car on the driver’s left side; Has a horn to signal priority;

2.5. Signal of an ambulance performing an emergency mission
Ambulances have rotating lights or red flashing lights mounted on the roof; There is a priority signal siren.
2.6. Signals of dike protection vehicles and vehicles on duty in an emergency
Signals of dike protection vehicles and vehicles on duty in a state of emergency according to the provisions of law.
– The vehicle on duty to rescue the dike has the flag “DYE RECORD” placed at the front of the vehicle on the left side of the driver.
– Vehicles on duty to overcome natural disasters, epidemics or vehicles on duty in a state of emergency according to the provisions of law shall comply with the following:

Vehicles on duty in a state of emergency according to the provisions of law have a “STATE OF EMERGENCY” flag placed on the front of the vehicle on the left side of the driver.
3. Use priority vehicle signals
– Vehicles with priority rights can only use priority signals when on duty and the priority signal transmitter on the vehicle must be licensed for use by a competent authority.
– Road motor vehicles that are not priority vehicles are not allowed to install or use horns, flags, or priority signal lights. Vehicles with priority rights must install and use horn signals, flags, and priority lights according to regulations.
– When there is a signal from a vehicle with priority right, traffic participants must quickly slow down, avoid or stop close to the right curb to give way. Do not obstruct vehicles with the right of way.
