The bidding currency is specified in Article 10 of the 2013 Bidding Law , accordingly:
1. For domestic bidding
Domestic bidding is a bidding in which only domestic contractors and investors are allowed to participate.
For domestic bidding, contractors are only allowed to bid in Vietnamese Dong.
2. For international bidding
International bidding is a bidding in which domestic and foreign contractors and investors can participate.
– Bidding documents and request documents must specify the bidding currency in the bid documents and proposal documents but not exceeding three currencies; For a specific work item, bids can only be made in one currency;
– In case the bidding documents or request documents stipulate that contractors can bid in two or three currencies, when evaluating the bids and proposals, they must be converted to one currency; In case one of those currencies contains Vietnamese Dong, it must be converted to Vietnamese Dong. Bidding documents and request documents must specify the currency of conversion, time and basis for determining the exchange rate;
– For domestic costs related to the implementation of the bidding package, the contractor must bid in Vietnamese Dong;
– For foreign costs related to the implementation of the bidding package, contractors may bid in foreign currency.
