Life skills education is an educational activity that helps learners develop positive and healthy habits, behaviors, attitudes in dealing with personal life situations and participating in social life, thereby enhancing their personality and guiding their personal development based on the foundation of core values.
1. Legal basis
– Circular No. 04/2014/TT-BGDĐT on the Management of Life Skills Education Activities and Extracurricular Activities issued by the Minister of Education and Training.
– Official Letter No. 1275/BGDĐT-GDCTHSSV in 2018 on reporting the implementation of life skills education in schools.
2. Requirements for applying for a license to operate life skills education
2.1. Infrastructure
– Having classrooms and functional rooms with sufficient lighting, ensuring the hygiene requirements of the school as regulated.
– Teaching equipment must be safe and suitable for the content, activities, and psychological age of the learners.
2.2. Teachers, presenters, trainers
– Meeting health requirements.
– Having good moral qualities; not being under disciplinary action from reprimand onwards, not being subject to criminal liability.
– Having pedagogical qualifications; understanding life skills or related educational activities.
2.3. Curriculum, materials
Having sufficient curriculum and materials issued or approved by the Ministry of Education and Training. If the curriculum and materials are self-selected or self-developed, they must be approved by the authorized licensing agency or registered agency in accordance with the approved regulations; ensuring compliance and appropriate content with Vietnamese traditions and customs, not contrary to legal provisions.
3. Documentation and procedures for requesting a license to operate life skills education
3.1. Documentation for requesting a license to operate life skills education
The documentation for requesting a license to operate life skills education is regulated in Article 7 of Circular No. 04/2014/TT-BGDĐT, specifically:
– A written request for a license to operate life skills education. The content of the request must clearly state: objectives, tasks, programs, and training content; land, infrastructure, equipment, location, organizational structure, financial resources, and other resources; commitment to ensuring security, order, environmental hygiene, and strict compliance with regulations of the management levels where the life skills education activities are organized.
– Business registration certificate.
– List and biographies accompanied by valid evidence of the leadership, teachers, trainers, presenters (clearly stating full name, educational qualifications, position, occupation, pedagogical capacity, and understanding of life skills or related educational activities) participating in organizing and implementing life skills education activities.
– Activity plan, curriculum, teaching materials, training materials.
3.2. Sequence and procedures for granting a license to operate
– The unit preparing the application submits it to the licensing authority.
– Within 15 working days from the date of receiving a complete and valid application, the licensing authority shall review the application, check the operating conditions to decide on granting or not granting the license. In case of disagreement with granting the license, a written response with reasons must be provided.
3.3. Authority to grant the license
The authority to grant a license to operate life skills education is the Director of the Department of Education and Training.”
