1. What is a Business Industry Code?

A business industry code is a sequence of numbers encoded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code table for registration. A 4-digit industry code (level 4) is used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, issued under Decision 36/2025/QD-TTg, has a hierarchical structure with 5 levels, from general to specific:

2. Regulations on Industry Code 3020 for Manufacturing of locomotives, trams, rolling stock and specialized railway equipment and vehicles

This group includes:

– Manufacture of electric, diesel, steam, and other railway locomotives:

– Manufacture of self-propelled railway or tramway passenger coaches, freight cars, and tenders;

– Maintenance or servicing of railway and tramway rolling stock;

– Manufacture of general non-self-propelled tramway or railway rolling stock, such as passenger coaches, freight cars, tank cars, self-discharging wagons, water tankers, etc.;

– Manufacture of specialized parts for locomotives and railway rolling stock, such as: bogies, axles and wheels, brakes and brake parts; couplings and coupling parts, buffers and buffer parts; car bodies and chassis frames, gangways, lighting equipment, etc.;

This group also includes:

– Manufacture of mining locomotives and railway rolling stock;

– Manufacture of mechanical and electronic signalling, traffic control, and safety equipment for railways, tramways, roads, inland waterways, parking facilities, and airfields;

– Manufacture of mining locomotives and rail-bound vehicles used in mining;

– Manufacture of railway seats;

Excludes:

– Manufacture of unassembled rails is classified under group 24100 (Manufacture of iron, steel and ferro-alloys);

– Manufacture of railway fixtures is classified under group 2599 (Manufacture of other fabricated metal products n.e.c.).

– Manufacture of electric motors not for motor vehicles is classified under group 2710 (Manufacture of electric motors, generators, transformers and electricity distribution and control apparatus);

– Manufacture of electronic signalling, traffic control, and safety equipment for railways is classified under group 27900 (Manufacture of other electrical equipment);

– Manufacture of engines and turbines (except aircraft, automotive, motorcycle, and moped engines) is classified under group 28110 (Manufacture of engines and turbines (except aircraft, automotive, motorcycle and moped engines));

– Manufacture of marine engines is classified under group 28110 (Manufacture of engines and turbines (except aircraft, automotive, motorcycle and moped engines)).

3. Suggested ways to record Industry Code 3020 for Manufacturing of locomotives, trams, rolling stock and specialized railway equipment and vehicles

– When registering a company establishment, when notifying changes to business lines, or when requesting a change to the Enterprise Registration Certificate, the enterprise founder or the enterprise selects the level-four economic industry in the Vietnam Standard Industrial Classification System to record the business line in the enterprise registration dossier. The business registration authority will guide, cross-reference, and record the enterprise’s business lines in the National Enterprise Registration Database.
