1. What is a Business Industry Code?

Business industry code is a sequence of numbers encoded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code table for registration. The 4-digit industry code (level 4 code) is used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, issued under Decision 36/2025/QD-TTg, has a hierarchical structure consisting of 5 levels, from general to specific:

2. Regulations on Industry Code 1920 Manufacture of refined petroleum products; manufacture of fossil fuel products

This group includes:

Manufacture of liquid or gaseous fuels or other products from crude petroleum, bituminous minerals or their fractionated products. Oil refining involves one or more of the following activities: fractionation, direct distillation from crude petroleum, cracking.

Specifically:

– Manufacture of automotive, aircraft fuels, etc.: gasoline, kerosene, etc.;

– Manufacture of fuels: heavy, light, medium fuel oils, refined gases such as ethane, propane, butane, etc.;

– Manufacture of lubricating oils and greases from petroleum, including from waste oil;

– Manufacture of products for the petrochemical industry and for the road surfacing industry;

– Manufacture of other products: white spirit, vaseline, paraffin wax, viscous oils, etc.;

– Manufacture of products from petroleum waste, such as waste oil;

– Manufacture of briquettes from peat;

– Manufacture of briquettes from lignite, coke;

– Manufacture of briquettes from petroleum;

– Blending of biofuels, i.e., blending alcohol with kerosene.

Exclusions:

– Manufacture of solid fuels from biomass is classified under group 1629 (Manufacture of other products of wood; manufacture of articles of cork, straw and plaiting materials);

– Manufacture of liquid biofuels is classified under group 20290 (Manufacture of other chemical products not elsewhere classified);

– Extraction and production of natural gas is classified under group 06200 (Natural gas extraction).

– When registering for business establishment, when notifying changes to business lines, or when requesting a change to a Business Registration Certificate, the business founder or enterprise selects a four-digit economic industry code from the Vietnam Standard Industrial Classification System to record the business line in the enterprise registration application. The Business Registration Authority guides, cross-references, and records the enterprise’s business lines in the National Business Registration Database.

– For conditional business lines stipulated in other legal normative documents, the business line shall be recorded according to the regulations in those legal normative documents.
