RESOLUTION

ARRANGEMENT OF COMMUNE-LEVEL ADMINISTRATIVE DIVISIONS OF AN GIANG PROVINCE IN 2025

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam as amended by Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government No. 72/2025/QH15;

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on arrangement of provincial-level administrative divisions;

Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the Standing Committee of The National Assembly on arrangement of administrative divisions in 2025;

In view of the Government’s request in the Document No. 394/TTr-CP and Project No. 395/DA-CP dated May 09, 2025, Verification Report No. 412/BC-UBPLTP15 dated June 03, 2025 of the Committee on Law and Justice,

HEREBY RESOLVES:

Article 1. Arrangement of commune-level administrative divisions of An Giang province

On the basis of the Government’s Project No. 395/DA-CP dated May 09, 2025 on arrangement of commune-level administrative divisions of An Giang province (new province) in 2025, the Standing Committee of the National Assembly makes a decision on arrangement to establish commune-level administrative divisions of An Giang province as follows:

1. Merge the entire natural area and population size of An Phu town and Vinh Hoi Dong commune and part of the natural area and population size of communes of Phu Hoi and Phuoc Hung into a new Commune called An Phu Commune.

2. Merge the entire natural area and population size of Da Phuoc town, communes of Vinh Truong and Vinh Hau into a new Commune called Vinh Hau Commune.

3. Merge the entire natural area and population size of communes of Quoc Thai and Nhon Hoi, part of the natural area and population size of Phuoc Hung commune and remaining part of Phu Hoi commune after the arrangement specified in clause 1 of this Article into a new Commune called Nhon Hoi commune.

4. Merge the entire natural area and population size of Long Binh town, communes of Khanh An and Khanh Binh into a new Commune called Khanh Binh Commune.

5. Merge the entire natural area and population size of communes of Phu Huu and Vinh Loc and remaining part of Phuoc Hung commune after the arrangement specified in clause 1 and clause 3 of this Article into a new Commune called Phu Huu commune.

6. Merge the entire natural area and population size of communes of Tan An, Tan Thanh (Tan Chau town) and Long An into a new Commune called Tan An Commune.

7. Merge the entire natural area and population size of communes of Phu Vinh, Le Chanh and Chau Phong into a new Commune called Chau Phong Commune.

8. Merge the entire natural area and population size of communes of Vinh Hoa (Tan Chau town), Phu Loc and Vinh Xuong into a new Commune called Vinh Xuong Commune.

9. Merge the entire natural area and population size of Phu My town and communes of Tan Hoa (Phu Tan district), Tan Trung and Phu Hung into a new Commune called Phu Tan Commune.

10. Merge the entire natural area and population size of communes of Phu Tho, Phu Xuan and Phu An into a new Commune called Phu An Commune.

11. Merge the entire natural area and population size of communes of Hiep Xuong, Phu Binh and Binh Thanh Dong into a new Commune called Binh Thanh Dong Commune.

12. Merge the entire natural area and population size of Cho Vam town, communes of Phu Thanh and Phu Thanh into a new Commune called Cho Vam Commune.

13. Merge the entire natural area and population size of communes of Phu Hiep and Hoa Lac into a new Commune called Hoa Lac Commune.

14. Merge the entire natural area and population size of communes of Long Hoa, Phu Long and Phu Lam into a new Commune called Phu Lam Commune.

15. Merge the entire natural area and population size of Cai Dau town, communes of Binh Long and Binh Phu into a new Commune called Chau Phu Commune.

16. Merge the entire natural area and population size of communes of Khanh Hoa and My Duc into a new Commune called My Duc Commune.

17. Merge the entire natural area and population size of Vinh Thanh Trung town and My Phu commune into a new Commune called Vinh Thanh Trung Commune.

18. Merge the entire natural area and population size of communes of Binh Thuy, Binh Chanh and Binh My into a new Commune called Binh My Commune.

19. Merge the entire natural area and population size of communes of Dao Huu Canh, O Long Vi and Thanh My Tay into a new Commune called Thanh My Tay Commune.

20. Merge the entire natural area and population size of communes of Van Giao, Vinh Trung and An Cu into a new Commune called An Cu Commune.

21. Merge the entire natural area and population size of communes of Tan Lap and An Hao into a new Commune called Nui Cam Commune.

22. Merge the entire natural area and population size of Ba Chuc town, communes of Lac Quoi and Le Tri into a new Commune called Ba Chuc Commune.

23. Merge the entire natural area and population size of Tri Ton town, communes of Nui To and Chau Lang into a new Commune called Tri Ton Commune.

24. Merge the entire natural area and population size of communes of An Tuc, Luong Phi and O Lam into a new Commune called O Lam Commune.

25. Merge the entire natural area and population size of Co To town, communes of Ta Danh and Tan Tuyen into a new Commune called Co To Commune.

26. Merge the entire natural area and population size of communes of Vinh Phuoc, Luong An Tra and Vinh Gia into a new Commune called Vinh Gia Commune.

27. Merge the entire natural area and population size of An Chau town, communes of Hoa Binh Thanh and Vinh Thanh into a new Commune called An Chau Commune.

28. Merge the entire natural area and population size of communes of Binh Thanh, An Hoa and Binh Hoa into a new Commune called Binh Hoa Commune.

29. Merge the entire natural area and population size of communes of Vinh Loi and Can Dang into a new Commune called Can Dang Commune.

30. Merge the entire natural area and population size of communes of Vinh Nhuan and Vinh Hanh into a new Commune called Vinh Hanh Commune.

31. Merge the entire natural area and population size of Vinh Binh town, communes of Tan Phu and Vinh An into a new Commune called Vinh An Commune.

32. Merge the entire natural area and population size of Cho Moi town, communes of Kien An and Kien Thanh into a new Commune called Cho Moi Commune.

33. Merge the entire natural area and population size of communes of Tan My, My Hiep and Binh Phuoc Xuan into a new Commune called Cu Lao Gieng Commune.

34. Merge the entire natural area and population size of Hoi An town, communes of Hoa An (Cho Moi district) and Hoa Binh into a new Commune called Hoi An Commune.

35. Merge the entire natural area and population size of My Luong town, communes of Long Dien A and Long Dien B into a new Commune called Long Dien Commune.

36. Merge the entire natural area and population size of communes of My Hoi Dong, Long Giang and Nhon My into a new Commune called Nhon My Commune.

37. Merge the entire natural area and population size of communes of An Thanh Trung, My An and Long Kien into a new Commune called Long Kien Commune.

38. Merge the entire natural area and population size of Nui Sap town, communes of Thoai Giang and Binh Thanh into a new Commune called Thoai Son Commune.

39. Merge the entire natural area and population size of Oc Eo town, communes of Vong The and Vong Dong into a new Commune called Oc Eo Commune.

40. Merge the entire natural area and population size of communes of Vinh Phu (Thoai Son district), Dinh Thanh and Dinh My into a new Commune called Dinh My Commune.

41. Merge the entire natural area and population size of Phu Hoa town, communes of Phu Thuan and Vinh Chanh into a new Commune called Phu Hoa Commune.

42. Merge the entire natural area and population size of communes of Vinh Khanh and Vinh Trach into a new Commune called Vinh Trach Commune.

43. Merge the entire natural area and population size of communes of An Binh, My Phu Dong and Tay Phu into a new Commune called Tay Phu Commune.

44. Merge the entire natural area and population size of communes of Vinh Binh Bac, Vinh Binh Nam and Binh Minh into a new Commune called Vinh Binh Commune.

45. Merge the entire natural area and population size of communes of Tan Thuan and Vinh Thuan into a new Commune called Vinh Thuan Commune.

46. Merge the entire natural area and population size of Vinh Thuan town, communes of Phong Dong and Vinh Phong into a new Commune called Vinh Phong Commune.

47. Merge the entire natural area and population size of communes of Vinh Hoa (U Minh Thuong district), Thanh Yen A, Hoa Chanh and Thanh Yen into a new Commune called Vinh Hoa Commune.

48. Merge the entire natural area and population size of communes of An Minh Bac and Minh Thuan into a new Commune called U Minh Thuong Commune.

49. Merge the entire natural area and population size of communes of Dong Thanh and Dong Hoa into a new Commune called Dong Hoa Commune.

50. Merge the entire natural area and population size of communes of Tan Thanh (An Minh district) and Thuan Hoa into a new Commune called Tan Thanh Commune.

51. Merge the entire natural area and population size of communes of Van Khanh Dong and Dong Hung A into a new Commune called Dong Hung Commune.

52. Merge the entire natural area and population size of Thu Muoi Mot town, communes of Dong Hung and Dong Hung B into a new Commune called An Minh Commune.

53. Merge the entire natural area and population size of communes of Van Khanh Tay and Van Khanh into a new Commune called Van Khanh Commune.

54. Merge the entire natural area and population size of communes of Tay Yen A, Nam Yen and Tay Yen into a new Commune called Tay Yen Commune.

55. Merge the entire natural area and population size of communes of Nam Thai, Nam Thai A and Dong Thai into a new Commune called Dong Thai Commune.

56. Merge the entire natural area and population size of Thu Ba town, communes of Dong Yen and Hung Yen into a new Commune called An Bien Commune.

57. Merge the entire natural area and population size of communes of Thoi Quan, Thuy Lieu and Dinh Hoa into a new Commune called Dinh Hoa Commune.

58. Merge the entire natural area and population size of Go Quao town, communes of Vinh Phuoc B and Dinh An into a new Commune called Go Quao Commune.

59. Merge the entire natural area and population size of communes of Vinh Hoa Hung Bac and Vinh Hoa Hung Nam into a new Commune called Vinh Hoa Hung Commune.

60. Merge the entire natural area and population size of communes of Vinh Thanh, Vinh Phuoc A and Vinh Tuy into a new Commune called Vinh Tuy Commune.

61. Merge the entire natural area and population size of Giong Rieng town and communes of Ban Tan Dinh, Thanh Hoa, Ban Thach and Thanh Binh into a new Commune called Giong Rieng Commune.

62. Merge the entire natural area and population size of communes of Thanh Loc (Giong Rieng district), Thanh Phuoc and Thanh Hung into a new Commune called Thanh Hung Commune.

63. Merge the entire natural area and population size of communes of Vinh Phu (Giong Rieng district), Vinh Thanh and Long Thanh into a new Commune called Long Thanh Commune.

64. Merge the entire natural area and population size of communes of Hoa An (Giong Rieng district), Hoa Loi and Hoa Hung into a new Commune called Hoa Hung Commune.

65. Merge the entire natural area and population size of communes of Ngoc Thuan, Ngoc Thanh and Ngoc Chuc into a new Commune called Ngoc Chuc Commune.

66. Merge the entire natural area and population size of communes of Ngoc Hoa and Hoa Thuan into a new Commune called Hoa Thuan Commune.

67. Merge the entire natural area and population size of communes of Tan Hoa and Tan An (Tan Hiep district), Tan Thanh and Tan Hoi into a new Commune called Tan Hoi commune.

68. Merge the entire natural area and population size of Tan Hiep town and communes of Tan Hiep B, Thanh Dong B and Thanh Dong into a new Commune called Tan Hiep Commune.

69. Merge the entire natural area and population size of communes of Tan Hiep A, Thanh Tri and Thanh Dong A into a new Commune called Thanh Dong Commune.

70. Merge the entire natural area and population size of communes of Thanh Loc (Chau Thanh district), Mong Tho, Mong Tho A and Mong Tho B into a new Commune called Thanh Loc Commune.

71. Merge the entire natural area and population size of Minh Luong town and communes of Minh Hoa and Giuc Truong into a new Commune called Chau Thanh Commune.

72. Merge the entire natural area and population size of communes of Binh An (Chau Thanh district), Vinh Hoa Hiep and Vinh Hoa Phu into a new Commune called Binh An Commune.

73. Merge the entire natural area and population size of Hon Dat town and communes of Linh Huynh, Tho Son and Nam Thai Son into a new Commune called Hon Dat Commune.

74. Merge the entire natural area and population size of communes of Son Binh, My Thai and Son Kien into a new Commune called Son Kien Commune.

75. Merge the entire natural area and population size of Soc Son town and communes of My Hiep Son, My Phuoc and My Thuan into a new Commune called My Thuan Commune.

76. Merge the entire natural area and population size of communes of Kien Binh and Hoa Dien into a new Commune called Hoa Dien Commune.

77. Merge the entire natural area and population size of Kien Luong town, Binh An commune (Kien Luong district) and Binh Tri commune into a new Commune called Kien Luong commune.

78. Merge the entire natural area and population size of communes of Tan Khanh Hoa, Phu Loi and Phu My into a new Commune called Giang Thanh Commune.

79. Merge the entire natural area and population size of communes of Vinh Phu (Giang Thanh district) and Vinh Dieu into a new Commune called Vinh Dieu Commune.

80. Merge the entire natural area and population size of wards of My Binh, My Long, My Xuyen, My Phuoc, My Quy and My Hoa into a new Ward called Long Xuyen Ward.

81. Merge the entire natural area and population size of wards of Binh Khanh and Binh Duc and My Khanh commune into a new Ward called Binh Duc Ward.

82. Merge the entire natural area and population size of wards of My Thanh and My Thoi into a new Ward called My Thoi Ward.

83. Merge the entire natural area and population size of wards of Vinh Nguon, Chau Phu A, Chau Phu B and Vinh My and part of the natural area and population size of Vinh Chau commune into a new Ward called Chau Doc Ward.

84. Merge the entire natural area and population size of Nui Sam ward and Vinh Te commune and remaining part of Vinh Chau commune after the arrangement specified in clause 83 of this Article into a new Ward called Vinh Te Ward.

85. Merge the entire natural area and population size of wards of Long Thanh and Long Son into a new Ward called Tan Chau Ward.

86. Merge the entire natural area and population size of wards of Long Hung, Long Chau and Long Phu into a new Ward called Long Phu Ward.

87. Merge the entire natural area and population size of wards of An Phu and Tinh Bien and An Nong commune into a new Ward called Tinh Bien Ward.

88. Merge the entire natural area and population size of wards of Nhon Hung, Nha Bang and Thoi Son into a new Ward called Thoi Son Ward.

89. Merge the entire natural area and population size of wards of Nui Voi and Chi Lang and Tan Loi commune into a new Ward called Chi Lang Ward.

90. Merge the entire natural area and population size of Vinh Thong ward and communes of Phi Thong and My Lam into a new Ward called Vinh Thong Ward.

91. Merge the entire natural area and population size of wards of Vinh Quang, Vinh Thanh, Vinh Thanh Van, Vinh Lac, An Hoa, Vinh Hiep, An Binh, Rach Soi and Vinh Loi into a new Ward called Rach Gia Ward.

92. Merge the entire natural area and population size of wards of Phao Dai, Binh San, My Duc and Dong Ho into a new Ward called Ha Tien Ward.

93. Merge the entire natural area and population size of To Chau ward and communes of Thuan Yen and Duong Hoa into a new Ward called To Chau Ward.

94. Merge the entire natural area and population size of Kien Hai district into a special zone called Kien Hai special zone.

95. Merge the entire natural area and population size of wards of Duong Dong and An Thoi and communes of Duong To, Ham Ninh, Cua Duong, Bai Thom, Ganh Dau and Cua Can into a special zone called Phu Quoc special zone.

96. Merge the entire natural area and population size of Tho Chau commune into a special zone called Tho Chau special zone.

97. After the arrangement, An Giang province has 102 commune-level administrative divisions, including 14 wards, 85 communes and 03 special zones; of which 79 communes, 14 wards and 03 special zones are established after the arrangement specified in this Article and 06 communes are not subject to the arrangement, namely My Hoa Hung, Binh Giang, Binh Son, Hon Nghe, Son Hai and Tien Hai.

Article 2. Effect

1. This Resolution takes effect from the date on which it is ratified.

2. Authorities shall, within their jurisdiction, expeditiously make necessary preparations to ensure that local governments of commune-level administrative divisions established after the arrangement specified in Article 1 of this Resolution officially commence their operations from July 01, 2025.

3. Local governments of commune-level administrative divisions before the arrangement shall continue to operate until local governments of commune-level administrative divisions established after the arrangement officially commence operations.

Article 3. Implementation organization

1. The Government, the People’s Council of An Giang province, the People’s Committee of An Giang province, local governments of administrative divisions related to the arrangement and other relevant authorities and organizations shall organize the implementation of this Resolution; arrange and stably operate apparatus of local authorities and organizations; maintain stable lives of local people and satisfy socio-economic development, national defense and security requirements in the province.

2. According to this Resolution and the Government’s Project No. 395/DA-CP dated May 09, 2025, the Government is assigned to organize the determination of natural area of commune-level administrative divisions in an exact manner and make it publicly available before September 30, 2025; at the same time expeditiously conduct on-site survey and determine boundaries of administrative divisions to prepare dossiers on boundaries of administrative divisions as prescribed.

3. The Council for Ethnic Minorities, Committees of the National Assembly, Delegations of the National Assembly Deputies and Delegations of the National Assembly Deputies of An Giang province shall, within their duties and powers, supervise the implementation of this Resolution.
