DECISION

Promulgating the Vietnam Standard Industrial Classification of All Economic Activities

Pursuant to Law No. 63/2025/QH15 on Organization of the Government;

Pursuant to Statistics Law No. 89/2015/QH13, and Law No. 01/2021/QH15 Amending and Supplementing a Number of Articles of, and the Appendix on the List of National Statistical Indicators to, the Statistics Law

At the proposal of the Minister of Finance;

The Prime Minister promulgates the Decision promulgating the Vietnam Standard Industrial Classification of All Economic Activities,

 

Article 1. Scope of regulation and subjects of application

1. Scope of regulation

This Decision provides for the purposes of issuance of, and criteria for determining economic industries, and the list and contents of Vietnam’s economic industries.

2. Subjects of application

This Decision applies to ministries, sectors, agencies, organizations and individuals using the Vietnam Standard Industrial Classification of All Economic Activities

Article 2. Purposes of issuance of, and criteria for determining economic industries

1. Purposes of issuance

The Vietnam Standard Industrial Classification of All Economic Activities shall be uniformly used in:

a/ State statistical activities;

b/ The formulation of administrative registration systems, national databases, and specialized databases;

c/ Other related state management activities.

2. Criteria for determining economic industries

Economic industry means a set of similar economic activities determined based on the following three criteria, in order of priority:

a/ The production process of the economic activity;

b/ The input materials used by the economic activity to produce products;

c/ Characteristics of the output products of the economic activity.

Article 3. The Vietnam Standard Industrial Classification of All Economic Activities

1. The Vietnam Standard Industrial Classification of All Economic Activities must ensure to fully reflect economic activities taking place in Vietnam’s territory and ensure international comparability, including:

a/ The list of Vietnam’s economic industries (Appendix I)

b/ Contents of Vietnam’s economic industries (Appendix II)

2. The basic structure and coding method in the Vietnam Standard Industrial Classification of All Economic Activities:

The list of Vietnam’s economic industries is composed of 5 levels:

a/ Level 1 (Section) consists of 22 sectors, coded alphabetically from A to V;

b/ Level 2 (Division) consists of 87 sectors, each formed under the corresponding Level 1 sector and assigned a two-digit code from 01 to 99;

c/ Level 3 (Group) consists of 259 sectors, each formed under the corresponding Level 2 sector and assigned three-digit codes from 011 to 990;

d/ Level 4 (Class) consists of 495 sectors, each formed under the corresponding Level 3 sector and assigned four-digit codes from 0111 to 9900;

dd/ Level 5 (Sub-class) consists of 743 sectors, each formed under the corresponding Level 4 sector and assigned five-digit codes from 01110 to 99000.

3. Contents of Vietnam’s economic industries must clarify economic activities, including also their constituent factors, which are grouped by category, which:

a/ Include economic activities that are part of a specific economic industry;

b/ Exclude economic activities that are not part of an economic industry but belong to a different one.

Article 4. Effect

1. This Decision takes effect on November 15, 2025.

2. The Prime Minister’s Decision No. 27/2018/QD-TTg of July 6, 2018, promulgating the Vietnam Standard Industrial Classification of All Economic Activities ceases to be effective on the effective date of this Decision.

Article 5. Implementation responsibility

The Ministry of Finance (the Bureau of Statistics) shall:

a/ Compile materials and manuals guiding the application of the Vietnam Standard Industrial Classification of All Economic Activities to facilitate implementation thereon by ministries, sectors, and localities;

b/ Guide ministries, sectors, localities, agencies, organizations and individuals in implementing this Decision.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies shall implement this Decision.-
