1. What is a business industry code?

Business industry code is a sequence of numbers encoded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code table for registration. Level 4 industry code (4 digits) is the code used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, issued under Decision 36/2025/QD-TTg, has a hierarchical structure consisting of 5 levels, from general to specific:

• Level 2: 10 (Manufacture of food products)

2. Regulations on Industry Code 4312 Site Preparation

This group includes: Activities of site preparation for construction, specifically:

– Clearing of building sites;

– Earth moving: excavation, backfilling, leveling, and grading at construction sites, trench digging, rock removal, blasting, etc.;

– Test drilling, test boring, and core sampling for geological, geophysical or similar purposes;

– Site preparation for mining, such as: over burden removal and other development and preparation of mineral properties and sites, except for oil and gas fields;

– Drainage systems at construction sites;

– Agricultural and forestry drainage systems;

– Mine detection and similar activities (including detonation) at construction sites.

Excludes:

– Drilling of production oil or gas wells is classified in group 06100 (Extraction of crude petroleum), 06200 (Extraction of natural gas);

– Test drilling and boring for mining activities (except crude petroleum and natural gas extraction) are classified in group 09900 (Other mining support service activities);

– Soil decontamination is classified in group 39000 (Pollution treatment and other waste management activities);

– Water well drilling is classified in group 42220 (Construction of water supply and drainage works);

– Shaft sinking for mines is classified in group 43900 (Other specialized construction activities);

– Oil and gas exploration, seismic, geophysical, geological surveys are classified in group 7110 (Architectural and related engineering consulting activities).

3. Suggested ways to record Industry Code 4312 Site Preparation

– When registering a company establishment, notifying changes to business lines, or requesting a change to a new Enterprise Registration Certificate, the enterprise founder or enterprise selects a four-digit economic industry code from the Vietnam Standard Industrial Classification system to specify the business lines in the enterprise registration dossier. The business registration authority guides, cross-references, and records the enterprise’s business lines in the National Enterprise Registration Database.

– For conditional business lines stipulated in other legal normative documents, the business lines shall be recorded according to the provisions in those legal normative documents.
