1. What is a business industry code?

Business industry codes are sequences of numbers encoded to represent a specific business industry. Organizations and individuals, when preparing business registration documents, must use this business industry code list for registration. The 4-digit industry code (level 4) is the code used for business registration.

The Vietnam Standard Industrial Classification (VSIC) system, promulgated under Decision 36/2025/QĐ-TTg, has a hierarchical structure with 5 levels, from general to specific:

• Level 2: 10 (Food processing and production)
• Level 3: 107 (Manufacture of other food products)

2. Regulations on Industry Code 3900 Pollution Treatment and Other Waste Management Activities

This group includes:

– Decontamination of polluted sites and ground water at current or former locations, using mechanical, chemical or biological methods;

– Decontamination of industrial plants or industrial sites, including nuclear plants and sites;

– Decontamination and cleaning of surface water after accidental pollution, for example, through collection of pollutants or through the use of chemicals;

– Cleaning up oil spills and other pollutants on land, in surface water, in oceans and seas, including coastal areas;

– Asbestos, lead paint and other toxic material removal;

– Demilitarization and clearance of mines, including detonation in place;

– Other specialized pollution control activities;

– Carbon capture and storage activities;

– Restoration of mining sites.

This group also includes: On-site pollution remediation, control, and monitoring activities.

Excludes:

– Pest control in agriculture is classified under group 01610 (Support activities for crop production);

– Water treatment for water supply purposes is classified under group 36000 (Water collection, treatment and supply);

– Waste treatment for recycling is classified under group 3830 (Recycling of waste materials);

– Waste treatment for disposal is classified under group 382 (Waste treatment and disposal);

– Street sweeping and watering is classified under group 81290 (Other cleaning services);

– Civil engineering project reclamation at mining sites is classified under industry F (Construction).

3. Suggestions for recording Industry Code 3900 Pollution Treatment and Other Waste Management Activities

– When registering a new enterprise, when notifying changes to business lines, or when requesting a new Enterprise Registration Certificate, the enterprise founder or the enterprise shall select a four-digit industry from the Vietnam Standard Industrial Classification to record the business lines in the enterprise registration dossier. The business registration authority shall guide, cross-reference, and record the enterprise’s business lines in the National Business Registration Database.

– For conditional business lines stipulated in other legal normative documents, the business line shall be recorded according to the regulations in those legal normative documents.
