Import conditions for children’s toys
Children’s toys are understood to be products or materials designed and manufactured for children under 16 years of age to use when playing.
1. Import conditions for children’s toys
According to Article 9 of Circular 28/2014/TT-BVHTTDL on children’s toys, children’s toys must:
- Be 100% new; not used.
- Ensure quality that meets the national technical standards for safety of children’s toys according to the regulations in Circular 09/2019/TT-BKHCN (Replacing Circular 18/2009/TT-BKHCN);
- Have content, form, style, and features that are not harmful to education, personality development, do not cause danger or affect the health of children, and do not violate the regulations in Article 6 of Circular 28/2014/TT-BVHTTDL.
Children’s toys that meet the above conditions are allowed to be imported into Vietnam. Import procedures are carried out at the customs office.

2. List of products not considered children’s toys
Here is the list of products that are not considered children’s toys and toys that are not subject to the scope of regulation of the National Technical Regulation QCVN 3:2019/BKHCN on Safety of Children’s Toys:

There is a very small difference between sports equipment, musical instruments, and toys that simulate these devices and equipment. The purpose of the manufacturer or distributor as well as the usual or predictable use will determine whether it is a toy simulation or not. |
9 | Models of airplanes, rockets, ships, and ground vehicles powered by internal combustion engines. However, toy versions of these models are still subject to the scope of this technical regulation. |

18 | Various audio-visual toys that can be connected to a screen and operated at a nominal voltage greater than 24 V. |
19 | Fake rubber nipples for children (fake nipples for children to suck on). |
20 | Various realistic simulated weapons. |
21 | Electric ovens, irons or other products with functions that operate at a nominal voltage greater than 24 V. |
22 | Bows with a static length greater than 120 cm. |
23 | Fashion jewelry for children. |
