According to clause 2 of Article 15 Law on Social Insurance, the employees be entitled to receive social insurance book when no longer working ,and the employer shall be obliged to pay social insurance book for workers when they no longer work specified in point c, Clause 1 of Article 18 Law on Social Insurance
